Right, the PWA is to manage all the staff and pointless sqaublles(my own word) not go look for illegal gfx. They have rc for a reason, as GFXGlobal doesn't (as far to my knowledge they don't) so they just keep an eye out for it. The global rcs mainly stay on rc, and they arn't going to go search the gifs/heads/shields/levels folder for crap. So, they do a fraction? That helps the PWA get to more important things (not saying gfx arnt important.)
