Loriel got provoked, his job was inturupted. He has every right to do something about it. Regardless of the provication you say? We he was provoked to the point where he felt it was neccacary to do somthing bout it. Though you might of not done what he did in his place, he acted within his limits. This being because the reset could be undone with the restore.

It's not his fualt that the player does not know that you dont harras other players, let alone a member of the staff. If that player is too young or stupid to not realize that harrasing people in general is not permited, its the players fualt not Loriels.
