Why does Dave only take 3?
He likes taking cookies for himself in the ratio 30:100 to Billy
Did Billy intentionally allow Dave to steal 3 cookies as part of an ellaborate plot to pin the blame on Dave, when in reality, the entire cookie ordeal is being presented so that the public will not catch on to the government consipiracy, which is so obviously being witheld by Billy himself?
