Ways for money to be spent:

1.
There should be NPC guards that can be hired with the money.
You know.
Archers, Paladins, Necromancers, Wizards and so on.
They will guard places on the island. Either standing still, going around a set perimeter or wandering randomly.
If another kingdom is allied then they wont bother them.
If a kingdom is an enemy then they will attack on site.
Those with higher levels cost more money. Extra stuff can also be bought for them such as upgraded weapons or spells.

2.
Weaponry for members. It would have to be made so people couldnt steal 50 of them and thenjust sell them off.
Maybe each person who needs one can take one.
This weaponry could be kingdom specific. So instead of member making it they are given it.

3.
Building new docks, towns and so on. I think thats already being done though so I wont go into detail.

4.
Boats, cannons, battering rams and other similar attack items for wars.
