Hmm, maybe more like:
Kings get a special device that can build stores/shops.
A magic shop would cost 900 plat and the king could deploy it like a fortification but when its deployed the money vacates the kingdom fund. The king/emperor could build anything.. magic shops, card shops, lumbermills, castles (walls, towers).. but they would each have their own price :O |
