I agree that the current system is pretty bad, what with people going directly through Stefan instead of the PWA, but you seem to underestimate the frustration involved in scripting clientside only to have to convert to serverside later. It's a very poor way to write code that just leads to wasted time and overlooked bugs.

As a possible solution, perhaps the PWA could look over the team itself and decide how likely they are to create a good playerworld, then grant them a regularly-inspected private server to work with until either they finish the server or show themselves to be making slow enough progress for the thing to be aborted.
I don't have a problem with servers going private for scripting purposes, but here are the problems:

1) Once a server goes private, the staff seem to think they can have all the time in the world and take twice as long as they would when they are under the gun. They also think that being a private server, they can do whatever they want, such as re-do the overworld or revamp this and that.

2) If Stefan actually let us do inspections on private servers (that means, giving us access to them) then that means we'd need some sort of autonomy, like laying down the law when necessary. It's no use for us to go on, say.. every 2 weeks and go "please hurry up and finish your server mister manager guy because we want you to even though we can't do anything about it"

3) There would have to be a limit of how many servers can be private and scripting at one time. Either you have x amount of private slots open and it works on a first come, first serve basis, or you STILL need some sort of minimum requirement so peolpe don't start sending in sloppy 5 level servers saying "oh, we're just going to do the stuff online"
