You have the mind set to make a server work. If you can find the people this is the only way a server makes it and stays online. Your philosophy is perfect, if you can find people to help you nobody will be able to stand in your way.
I'd offer my services but i make a better team organizer or admin guy than anything else, i do script, but i couldn't pull 1/2 the scripting load and i know it.
If you need any good management after you get online say for the police i'd be happy to help you out.
