You'll have to pick up hats in the existing hat shops; they just won't cost any moolah and you'll only be able to carry 2 or 3 at a time. There'll probably be a public hat/doll/etc. storage system, though, which will cost maybe 100 gralat a week, max, and you'll be able to store your hats and dolls and other accessories and weapons there.
