We could have Ballistics though... that'd be more fair and RPish. But it'd cost a butt load to make the bolts and such.

LOL, Cannons do not = Guns.
Cannons were around before guns, as a cannon was huge and a hell of a lot easier to make than a gun. Guns were too complex for that period of time. With a cannon you just had a big metal ball, get sent through the air from a blast of gunpowder. With a gun, you have a small handheld weapon that you put smaller balls in, and you have to ignite it much like a cannon, however they didn't have crafters that knew how to make small guns like that.
