Let me explain my layout and plan of the navy...
There is the Flag Ship... my ship... the ship that I myself wage war in and the ship that the Commanders sail in.
Commanders are people who not only help me... they lead ground forces fo when we must invade beachheads.
Then there is the Royal Transport which is probally going to be the #1 ship of Luxury.
Then there are the battle ships. They fight stuff.
But this is how it all works out... If one ship is having a shortage on sailors for that one battle... then those sailors will be transferred to another ship to max out crew. If a Captain isn't avaible at that exact moment then the sailors of his ship will be transferred... even if all three crewmen are present. Therefore the maxium warship numbers are there for that battle.
Plus if we have more then 4 crew per ship... it'll add up in numbers. If we have 10 total ships... that's a total of 40 people. So it really limits up
... I would have 10 people per ship but then I noticed that if we did that... we could only have about two ships.
