This would easily solve the problem of all the scripters who need an "offline NPC server" you could just use the server's npcserver instead :-)
... except if someone finds a flaw in it that could make it crass =\
maybe add something to the npcserver for local clients only to use, so it doesn't interact with normal server activity.
