Don't go out and make someone you don't know a GP or Admin or something stupid like that. Unless you know the people you're hiring-- start them off low-- at a place where they can do little damage-- Give them plenty of opertunities for them to turn against you or the server, just don't let them know your watching... If you pay attention to the actions of your staff then you can usualy weed out the ones who are in it for the power, and the ones who are in it to help others.
Same goes for staff-- if you work for an owner who constantly contradicts him/herself by setting rules and breaking them... get out. Thats not a fun situaution and will usualy end up with someone being hurt, or even angry.
Perhaps each PW should write up what system they will use for staff-- like a policies and procedures manual for each server, and they would be held to the rules they create for themselfs... This way diffrenet servers could run diferently, but still have rules, for example, an RP server may run diffrently from a Classic server, e.g. no FAQ, GP, etc...
Just some thoughts.
