But that would also mean anyone else who breaks any rule should be put in there aswell , this would mean chaos.
Maybe just an NPC that monitors who bombs the rocks and who mined the rocks. If an account appears to have been repeatedly taking alot of rocks from different people who have bombed, and the owner of the 'bombing' account reports them as rock stealing then they get jailed.
