If you only have one quest and 200 levels, then your server is not done.
I suggest you do everything you possibly can do offline, and then submit it. Just barely reaching the minimum requirements to get online, and then wanting to have an Under Construction server for however long you want is never going to happen. We don't need another Faheria for god's sake.
