If you're set to 100 you'll basically never go under NPC Control and just sit wherever you are. If you're set to 10 you might be called upon for guard duty - it's a high risk position, so you get paid a lot to do it. If you set it down to 1, you might wake up working the counter at the shop. The idea behind this is your player can make money even while you're offline - which is only fair, since subscriptions cost money even while you're offline. ^_~
