No. Members of the government have already made comments that "We're already at war. We just don't know with who." Which is why the FBI and CIA are doing all that they can to find the culprits. George W. Bush's speech says clearly that countries that harbor terrorists that did this will be the enemy of the United States, and NATO.

I never said it wouldn't start a war, but the method of actions that you suggest is poor and would result in millions dead, which would be a waste of human life.
