Of course it would be weird to pay to do work but obviously people want to work very hard and they always complain about it.

Nobody would ever have a right to complain about administrators who don't deserve their jobs anymore because they would have all paid fair and square for the prestige of carrying a meaningless title in a video game.
Don't ask me what motivates people.

The only problem is, if no work got done and not enough people were buying staff positions, then it would be difficult to fill their places.

But still, if people want to argue so much about it, you have to wonder why they desire to work so much. And according to the principles of economics, if demand is high and supply low- as is the case with Graal privileges- than the price must rise.

Well, currently, staff positions are free. Which means, in order for prices to rise, people must pay to work.
