Food costs them money. And it costs way more than the price per bullet (especially with healing halved in PK). Making someone use $100 worth of food after only firing $5 worth of bullets is a small victory in itself. Even more-so with armor (It is a temporary advantage.. but only takes 4 shots [roughly 30 cents] to break $250 armor).
You can join a gang at all times; since EP exists.
And you're supposed to outfit yourself with a weapon prior to trying to PK.

I have to agree with most of these points.
With the changes to food, the bleed+slow at low health, and the increased incentives ($$) to PK, I've found that it's much easier to get kills now than it has been in the past and people are less likely to run.
People will still strafe backwards and shoot (maybe there should be a speed penalty for firing and running backwards?) especially on the GMAP, but if you're PKing in a gang base kills come very easily.
Kill stealing is just a thing that's going to happen, especially with all the money you get for a kill. I've tried to think about ways to get around this, but they're all too complex to be worthwhile.
