Armor +13 is pretty awful. I agree, an STR on there wouldn't be the end of the world. Could be a nice entry-level glove.
Maybe gloves of bladed steel could get dmg 5 speed 1 or something as an alternative.

I agree, these gloves need to be tuned up to match the alchemy cost to create them.
