The money you get for kills is way higher than the cost of ammo so this wouldn't have any effect... Ammo cost used to be relevant on era half a dozen years ago but that's cuz you didn't get money for kills and everyone had way less money (the value of money was higher).
Donuts/cheese used to cost 6$ and heal 60 with almost no freeze and no cooldown. Most people didn't use food though since 6$ a piece used to be a significant amount.
