Best method is to just keep running in and spam attacks (best bet is a bow due to pretty high damage) until he lands. It is solo-able, but difficult.

It just seems that he uses those skills at random, there's no logic to it. To make it less stupid, there should be some sort of cooldown period so you don't end up with a room full of enemies. I really feel likes it just artificially difficult while the rest of the dungeon actually had some logic or timing to it.
