If you wish to watch the activity of another player who has been reported doing things illegal, or continuous harassment, you would hide and watch, taking notes and snapping pictures, before confronting them, or in other cases, jailing/banning.
It's just like a undercover cop in a unmarked police vehicle patrolling the streets. |
