If I killed him, the formula would look like this:
15 + (487-28)/20 = 38
(normal value) + ((his points)-(my points))/20
If he killed me:
15 + (28-487)/20 = -8
(normal value) + ((my points)-(his points))/20
It doesn't really make sense to lose money for killing someone. It would actually have the effect of discouraging people with a lot of points to raid against people with lower points, reducing the amount of people available to raid.
Not only that, but if trolls were so inclined, they could go into a raid with 0 points and let people kill them to make them lose money.

I was never proposing a final formula, because there are still a lot of flaws with the fundamentals. eg. somebody could have 140hp because they have 31,000 kills, but they could also have 8,023,832,893 deaths. So why should you get the same reward for killing them as killing TK when it's clear that they're not as much of a challenge?
Raiding is almost never 1 on 1, so it wouldn't make sense to apply the same kind of formula to it. Ideally when you do come up with a formula you should use the total gang score of all the members online at the time, since that would be a better indicator of how even the whole fight is. eg. 3 people with a combined gang score of 1200 vs 5 people with a combined gang score of 800.
And throw in a bonus for kills in your own base (defending).
