Well, yes and no.
If the objective is for an 'active' leader. Then changing leadership absolutely will help. However there is no guarantee that the membership will pick up.
I would have to agree with whoever said the server is only big enough to support 2 kingdoms at the moment, possibly even 3. But not 4
