I wouldn't say that's an 'overhaul' of the enchanting system. Sounds more like just personalizing armor, which in the long run would make any level of enchanted armor untradeable. That would have serious implications when it comes to making deals with others, as players would no longer be able to trade anything but clean armor with each other. Or else they'd be trading for armor with someone else's name on it, which would have to be disenchanted anyway. Either way, there's not much benefit to it.
