Anakin wasn't truly a member, he was merely the Supreme Chancellor's representative to the Council. The Council did not want Anakin as a member, and refused him a promotion to Master to make that clear. Considering Palpatine and Anakin were responsible for the destruction of the Jedi Order, it's safe to say that Palpatine's installation of Anakin into the Council wasn't really a legitimate one, just a means to the end.
