i think that giving more money for gang kills was already a good incentive which raised gang activity
all this brought is more explosives and more kill stealing, people run from a side of the other of the base taking in loads of bullets just to try and get 1 kill
2 people in defferent gangs can spar for 2 hours winning 1 spar each and they get free mvp coins, makes no sense
best way to implement gang activity would be more gang events, which could only be achieved by giving rights to host gang events to more people i.e. senior ET members
currently only swift and alf host gang events and they dont host many at all
