But if we assume that shots that didn't hit also count, then we would expect the shots fired number to be much higher and the average damage to be much lower??

No, you'd have to divide by the number of shots that actually make contact which is(most likely) lower, which means the average damage per shot would be higher. However this does not take into account other forms of damage, like melee and grenades and fire and such which could account for a hefty percentage of damage dealt, meaning the average damage per shot would be lower.
