I believe the author forgot to mention in the installations that you have to give write rights for levels to the NPC Server. Here's how you do that:
1) /openrights (npcserver)
2) Add the following line to it's Folder rights:

rw levels/mines/*.nw
3) Hit the Apply button. You're done!
