Sounds like Zodiac combined with weapon upgrading. (I first thought of the old ps2 game 'Dark Cloud' where you had one main weapon and upgraded it as the game play commenced, making it more unique and powerful)
I think you should start small for an overworld though. Zodiac breaks 100 players daily and still only very few specific places are inhabited by people at any given time. Plus 2 (or 3?) of the islands are completely empty or inaccessible, along with a percentage of empty buildings. And the map is ~75% water.
