Lightweight potion and Capps don't stack. 1.13 speed is the max, which is only a slight difference above the normal 1.08. People only really use capps because they are used to it and it helps them dodge in spars or whatnot. In reality, on the gmap where running between levels causes bullets to poof, and lag is a real possibility, if they're chasing you -and- shooting, you can easily outrun them just by running straight granted you don't hit any lag.

Tip for running: Head for the auction house, guns are disabled if you run upstairs, and you can just say 'leave' to warp back to unstick after your pk timer ends.
