Ultimately I like the idea, and bravo on helping out new servers. This is probably more useful than the majority of Code Gallery posts, or even tutorials.
On the contents of the package:
- The graphics are a nice idea.
- Not sure about the levels since I can't open them right now, but I wonder if there's any use for more than one starting level? They won't actually be able to use the levels as content.
- Scripts
- event_spar: I think this is too specific to be included in a base package. It would be deleted by most people.
- object_chest, object_door, etc (all of the objects): I like these, nice job

- shop_basic: A good starting point definitely.
- -Time: Seems too specific to be included. Probably best to release it in the code gallery instead.
It might be a good idea to include some staff tools. As much as they're frowned upon, it saves server owners the trouble of wasting time inevitably finding/making their own. Just a simple boots scripts would be good.
Also, might be a good idea to include an online level editor.
