Why not just add the "Display Images" check-box and leave it up to the user to decide? All you'd have to do is simply check if there's at least one smiley/html tag. If the box isn't checked just display the plain text, and if they check it, display the images.

If someone sees 5000 ": D"s they're obviously not going to display the images, and this would also allow users to decide if they want to filter other images that might be offensive or inappropriate on a message by message basis.
