I always get the feeling that modern servers are the easiest to make.
All you need to do is come up with a tileset, and a bunch of weapons using shoot. each with a different gfx, speed, and amount of spread to the shots.
LAT an overworld and a few insides..
Then add a few shop and ammo scripts and its pretty much open from there. Cars, gangs and events, etc. can be figured out a little later on from that point.
