There's Gonstruct for Level Editors, but any attempt to make a third-party RC would probably result in a ban or something.
As long as the in-game tools don't feel like in-game tools then things might just be fine but until then I hope we don't get stuck with the crappy one we have now if new stuff ever comes out.
