Ive always viewed Dustari as the main military power on kingdoms atleast if you take the past into considration it usually has been, at the moment Dustari feels threatened that the Pirates are so huge in numbers recently and wants to act on it for the security of the kingdoms future.
But yeah to answer your question it was us who started the war with KJ & Nighthawkes but perhaps for the same reasons that we felt threatened by a rising power.
