From what I've been told, it is not illegal according to several other servers and Graal Online -- but I haven't looked in to it.
PWAs unbanned a few people that were banned for "USDing" and told us that it's not the USDing that is illegal, but the discussion/advertising of it via graal. So basically, if you organize it outside of Graal there's really nothing we can do.
Just about everything you've said is innacurate, so this last statement holds zero credibilty...gtfo if you don't like it.
