I also think that if a new gang is added, new leaders should be selected. I am tired of the same old leaders hiring their friends first, and skilled/loyal players second.

The same goes for businesses such as PPA and Bounty Hunters.

It discourages players when you dominate the competition, and prove your loyalty, yet you get selected by somebody else because they were closer friends with the leader/owner.
