They are not obeying the personal conduct policy and thus since The Game is part of the Police, it is his job to punish the people who do not follow the rules.
That is like saying to a cop you see on the street, "HEY FUKK U AND UR MOM BC SHE ISA **** HAHA ***IT!" and you're telling me that the cop is just supposed to ignore what you just said to him?
