How the hell does Sam have authority to un-retire someone back into their previous rank? I checked the kingdom GUI, and it seems he's only a Retired Commander himself. Then again, I could be wrong, and the situation could be that a pirate leader did this, and Sam was merely reporting on it. If that is the case, then I apologize. But I doubt this.
