A Taser, basically a weapon which has something like this: ----[ at the end and grabs out and holds on to the player. unless the other player manages to be xxxx distance from you, they will be held untill death. this should be a fairly powerful weapon and very hard to aim.
also:

the player is moving towards the cable and crosses the cable, the player will still be grabbed.
I just thought of this too: a bow and arrow, which goes high into the air and while being at the right height, can hit a jetpack.
