Make key removals from the control list permanent.
I like to remove I/J/K/L from my control list so that I can use them as hotkeys on 2K2, but they're added back to the list the next time I start Graal (I'm not considering this as a "bug" because it's been this way since before v4). The removal of keys from the control list should be permanent like other control changes.
