Let me explain:
You can be a witch but you'll have to learn the magic. Im not sure of how im going to do this learning process yet but you really have to learn your spells over time. (It will not be that long, dont worry).
Then you need to think of a way to make your broom fly by magic spells and then you need to stabilize the spells.
So yes, it is possible, but be warned: There can be people hunting witches too.
