Perhaps it can't be defined as "war" without an official declaration from a kingdom, but you can call it an "invasion", "assault" or even "terrorist activity" or various other terms. The lack of an official declaration from a kingdom doesn't make the attempt to seize the leadership position illegitimate. What
does make it illegitimate is that the kind of forcible removal of a leader by the staff that Bosh is trying to achieve
simply isn't done. It's happened
twice in the history of Graal (both times to Zormite). Both times it happened because the staff didn't like the leader being removed.
