I personally believe that you are incorrect. Your assumptions are made upon an overly idealistic power structure which presumes obedience by all of its members.
Regardless of how much he can code, Stefan is not automatically a wise and all knowing guy. In fact, he is just as fallible as anyone. Perhaps moreso because he has to manage all of this society bs on top of his working.
The rules for Graal were once posted under the 'Rules and Regulations' section of the police page. If it gets anymore clear than that, well then it would have to be on a popup everytime you log into graal.
Another assumption you have made is that all of these people will work happily and hard without pay or some other form of recompense. It simply will not happen. Either they will take the power and use it for their own gain on top of just having it for working, or they will become exhausted and begin to feel disillussioned and quit. Its a simple fact of human nature that has permeated every attempt at perfection which has ever existed.
In other words, that system simply cannot work outside of a perfect world or damn near close.
