zormite done this, they were too scared to confront the fleet. even though there was only a few pirates online.

Afterall pirates are noted for naval combat, they are not meant to be good on land.whereas dustari is a normal medevil castle full of paladins mages and so on.
They were originally meant to be equally good at both land and sea.
I remember a time where they were too.

I thought pirates pillaged towns but I guess every movie and book I have seen about pirates was mistaken.
