Which is a
good thing. There's no reason why someone should be able to monopolize a given head name/number.

It didn't give NPC scripts except for some light effects. I'd like to see some actual evidence that Alt+5 was causing widespread level theft, and even if it was, the fact that so many servers are using their own tilesets nowadays pretty much eliminates this problem.
