I had this idea for Ol' West back in the day. Basically, the NPC assigns a person based off of their "pk rating," or how many people they have killed since their logon. Killing more would make it more likely for you to be picked to be killed, and so on. If that person logs off, you simply have to go back to get someone else. Something else, I just thought of though, is that maybe you should have to pay a certain ammount to undergo the task. Say if you can't find / kill the person, then you aren't very good, and you aren't losing anything. Maybe you should have to pay anywhere from 10-75 for a map of where they are, or something of the sort, and if they logoff, your money is gone.
