What Program should I use?

I am moving from just building levels to making GFX (If you can't tell from my sig. at the bottom that was the first thing I made). Right now I am using Paint and Jasc Paint Shop Pro 7. What are some other programs that I can get for free, that are really good to use for making GFX. |
