You are not taking anything he is saying into consideration.
The fact of the matter is
THERE WAS NO REASON TO CHANGE THE NGR FORUMS BECAUSE NOTHING HAPPENED LAST YEAR.
I could understand making the link rule after some incident happened (ex: phising of some sort), but that simply did not happen.
Also I don't know if anyone notices this, but look at the birthdays today on the graal communication center main page, look how many are over the age of
13 everyday. For god sakes today 7 people have birthdays and are way older than 13. The rule is just bogus and is not needed.
